Not quite as bad as it sounds, only one side of the tower will be closed.
One side closed the morning of the Septmeber 5th.
One side closed Septmeber 18th through 21st
both sides closed September 22nd through the 26th

one side closed the 27th through November 17th.

The reason for the rehab is to get a whole new Tower console for the ride.

for more info have a look at Matt's MGM pages (http://www.mgmstudios.org/rehab.html)

I know what you mean wendy,
it's catch 22 though, we like to go when it's not crowded, but when it's not crowded is the ideal time for Disney to rehab the rides/attractions.

This year September sems to have been hit very hard, closely followed by October.
I guess they thought with Mission Space opening it would offset the other closures! It's unusual for them to rehab major rides like ToT and RnR at the same time.
