Do you think it would be alright to just let my toddlers play in the water here in Swim Nappies?

I think so, Swim nappies are designed for getting saturated aren't they!
It is hard to say - Americans can be very funny about things like this.
However I have never ever seen the water turned on here so I wouldn't worry about it!!!
The kids have often played at similar fountains in Epcot, and I've just let them play in their normal clothes and then changed them afterwards. When they were little (under 4) I would change them by the side of the fountain wrapped in a towel, but now I would take them to a bathroom. Americans are very very conservative and don't like seeing little children topless, even toddler girls would be expected to be covered up.
What I always do is carry a small change of clothes and then if we stumble upon any of these wet areas I just let them go for it. A pair of thin shorts, t-shirt and knickers can be put in a ziplock bag at the bottom of your stroller and takes up no room at all.

I agree it would be best to cover your children up, they are a very conservative bunch the 'mericans. And change them in the baby change facilities because they are easily offended, think its to do with the branches of Christianity they have there, great theme parks though!

I assumed the OP ment swim nappies on under normal clothes! In case of accidents in the water areas

I think a spare set of clothes is the best option as well as a swim nappy on underneath.
Then to the baby change

How about a nappy and a t-shirt as they do turn the water on and it has just been fixed. So fingers crossed the water will work all the time now.
Unfortunately our just made the decision for us and stripped off whever they saw water before we could stop them! Have to run after them....
