Games are not region locked but UMD movies are. I think US is region 1 and we are region 2, so they'll not work.

So does it follow that if you bought a PSP over there our games would work on it.

Yes - the games will work, but not the films. Just rip DVDs onto a memory stick instead.
You can buy the UMDs for amazon.com of course.

You just replace the US mains lead with a UK (figure of eight) one.

Sorry dimbo here, do you mean an English mains PSP charger or are you talking about something else and wouldnt an adapter work.
The PSP my son has with his machine has a standard UK plug to the transformer (No figure 8 connector) and then out to the PSP. The Transformer states though input 100-230V so I suppose you could just cut the US plug off and put a british one on.
If you don't want to do that they do sell replacement UK chargers on ebay.

My US bought PSP mains adapter has a pull out lead at the mains end, which I just replaced with a UK lead (figure of eight type). You could equally well cut off the US plug and wire the lead into a UK one. I just found it easier to replace the lead as I had a spare one anyway. If you don't cut the US plug off, you can always use the lead again when you visit the states.
