Is the Mardi Gras still on at Universal at Christmas and if so is it any different from the rest of the year?
No, there is no Mardi Gras at Christmas. Mardi Gras runs a few weeks before and a few weeks after the real Mardi Gras in New Orleans. The dates are based on when Easter falls each year. Mardi Gras means Fat Tuesday and is the day before Ash Wednesday. Universal Studios extends the Mardi Gras celebration a few weeks but it is a spring time celebration.
At Christmas, Universal has the Macy's parade and Islands of Adventure has Grinchmas.

Universal does have a special Christmas Event though and it is called Grinchmas. They have the Macy's parade (the one that is in New York over our Thanksgiving holiday) and decorate the park for the season.
A special ticket isn't required. It is part of your normal park experience and it usually goes until New Year's Day and starts (typically) on the first Saturday of December.
Mardi Gras was on when we were there just over 2 weeks ago. It was great fun. We will also be there for xmas, so we are looking forward to Grinchmas.
