Cantina San Angel - Epcot Illuminations

I'm sure I've read somewhere that the Cantina San Angel in Mexico were building some sort of tiered seating area for better viewing of the illuminations.

I think I read it in Brit's guide.

Anyone know if this is till in progess or has been done?

no sign of it a couple of weeks ago when we were there.
its a good place to watch but I did see a bit of argy bargy between people trying to get sat down by the waters edge by pushing in amongst people who had been there a while and the queues to get food were huge and the service really really slow.
