In Las Vegas anything goes. Outside of any real upmarket restaurants you will be fine in t-shirts and shorts everywhere.
I personally like to make a bit more of an effort in the evenings but jeans and t-shirt (or short sleeve shirt) usually suffices. It is too hot most of the time for anything too elaborate.
As for the other places, well I have never been to Mammoth so can't comment but it will always be worth taking some warmth for San Francisco and to a lesser extent Santa Monica. I can only comment on San Francisco in June and September, but it was certainly cooler most days around the Bay area. Heading anywhere else on a ferry (say Vallejo for example) the temperature rises considerably.
We head to Vegas as part of a New Mexico/Vegas trip in August as well. We won't be in Vegas until August 17th though. It will be hot!!
Vegas, anything goes. Same Santa Monica.
San Francisco is recognised as he coldest city in America in August as we learned to our cost. A fleece / hoodie is needed most days, even if it starts sunny, as the fog rolls in incredibly quickly to block the sun. Fleece needed if you visit the redwoods too, as they tend to be in valleys and the height of the trees block the sun.
