Everytime I try to post a new thread this message appears

Anybody know how long this restriction lasts for, its a real pain.

First off welcome!

As for your question above I have found these 2 points on the page listed here (http://www.thedibb.co.uk/forums/showthread.php?t=77685).
It is a topic called New Member Information in Intro forum.

8. Our system places certain restrictions on new members which are automatically lifted as the member becomes part of our community. This is usually decided by post counts and length of membership but other methods can come into play. We have had to impose these restrictions as not everyones intention for joining our site is purely innocent. So if you can't use our Personal Message system or post Links to other sites it's probably because the system hasn't upgraded your account yet.
Don't worry it usually happens quite quickly.

9. Any questions you have regarding the Features of this site, please post in Guest Services forum and someone will come along to answer your questions.

Not sure it answers directly but I think the idea is to start posting before you add external linskS!
