I have 4 BCV points that we wont get to use before they expire 3oth Nov. 08. I just hate the thought of they not being used and going back into the Disney Bank.

If they are off use to anyone or I can transfer them to anyone they are available FOC

Sorry to say that, if they are banked points, they cannot be transferred.
