Dunno if it's the best, but we always watch it at where the Liberty Belle Riverboat is docked, as there is less crowds/pushing/don't have to be there as early.

We got a spot in Frontier land were it started(btw this was in 96) but it meant that our bit was the first bit for the parade to be over...so while everyone is still wait to catch the first glimse of the parade we were hitting the rides like splash mountain that didnt have the queues cos every one was still waiting for the parade to pass:)
