Take 2 DS's in december (ages 4 & 2), now we will be doing the selected character meals but need some idea of:
1. best family restaurant
2. best buffet meal ( do they charge for this age?)

Best Family restaurant...onsite: Chef Mickeys, Offsite..Chilis
Best Buffet Onsite Chef Mickeys / Crystal Palace. Offsite...not keen on any of them to be honest, though Sweet Tomatoes is far, far superior to Ponderosa and Sizzler.

Disney wont charge for your 2 year old. Your 4 year old will pay childs price. Pretty much the same offsite, though if you order your 2 year old a kids meal you will have to pay for it. They will allow kids to share one meal though and its usually big enough!

Have to agree with Allie, Chef Mickey's is great and Crystal Palace (depends on your preference for characters) We also really enjoyed breakfast at 1900 Park Fayre.
All are buffet style, so pay per person, under 3's are free. Under 10's child price.
Not buffet style but Whispering Canyon was a lot of fun and there is no problem splitting meals there, we did! For dessert Beaches and Cream is a must, they do a Mickey Mouse sundae for kids which is so cute.
Offsite, we enjoyed Sweet Tomatoes too.
