It's terrible that people feel it's OK to do that. I watched someone do it once in a car park and then drive off. I reported them to the police. You should report it, just in case someone else saw it.

There is a second exit gate but we have never used it and not sure if it actually works!

I don't see why they couldn't do the same thing. Might just take a bit longer as booked through Charter. I hate waiting and I didn't want any uncertainty so just jumped at the opportunity to change.
