Just found some info on direct.gov.uk

Young people and adult passports
Application for a young person over the age of 16
When a child reaches 16 they can apply for a first adult passport if either of the following is true:

•they never had a child passport
•they were included on a parent's passport rather than having a child passport of their own

If they have a child passport they can continue to use it until it runs out. The next passport they apply for should be an adult passport renewal.
Renewing or extending your adult passport

Who can renew their passport
You can apply to renew your passport if you still have your last passport and:

•it was a standard UK adult ten-year passport or a UK five-year child's passport issued before you were 16
•it is undamaged
•you do not need to change your name or national status

You cannot renew your passport if:
•you were previously included as a child on someone else's passport
In this case you will need to apply for a first adult passport.
