Yes for both as they are character options- you might get a table at lunch in cafe mickey off spec but it'd probably be a bit of a wait!

Booking can tie you down sometimes , but if you dont mind eating a little early or a little later then you wait might be minimal or non existent

You will probably be able to book while you are there a day or 2 in advvance its not the same as wdw 90 days plus even wit the half board option. They do have some walk ins but the timing is limited.
