Photo manipulation

Hi All , I have image taken to our recent trip that I want to alter.
The bottom half of the image is exposed ok but the top half is dark.
How can I alter the brightness of the top half the image to cporrect the problem ?
I have paint shop pro x and adobe photoshop elements 4.0.

Ouch .. tricky one.. Theres a nice straight line though.Im wondering if just creating a new layer of the picture in photoshop then masking the area in the bottom area and making adjustments to the top area...

Another way would be to create a new layer and blow up the contrast and brightness to correct the top (dont worry about the bottom blowing out).. Then use the history brush to restore and blend the bottom half, (make sure the history brush is restoring the correct layer though).. This way is more tricky, I think I may give it a dry run myself to see if its possible just as an exercise.
