They stipulate though that it has to be within one year of the start date for your current placard.

that's not something special about the current situation, that's something that is always on

if you have 2 trips in the same 12 months, you'll only pay once for the placard

so there is no need to call and cancel the current placard, you can just email again for a new application, and mention that you have paid for one in the last 12 months, they'll send a new one FOC, corona virus or not.
