The guest relations window usually opens at 8am and you can buy the AP there. As said to the OP though they will only give you a temporary ticket to enter the park, you'll need to visit the AP...

The Guest Relations booth opens at 8am - go straight there and you can pay for the AP and enter the park for EMT. You'll then need to go to the Annual Pass Office inside the park once it opens...
