So, for example, onsite guests booking fastpasses at the end of this month for 29th August will see the new tiers.

In theory, yes. With RnRC and ToT also being tier 1 attractions from the end of August, some people may be tempted to book one of those as their tier 1 fastpass instead and thus increase SDD's...
