I know that they are smaller squares of material for quilting but had to google the measurements (around 50cm x 55cm wide) so big enough to do some craft stuff but not for dress making unless you like the patchwork look. Generally they come in bundles of similar material (mostly cotton) and they are normally patterned.
For face masks, fat quarters are a good size but they will need to be doubled at least. The guardian website had a good guide on how to make a face mask. theguardian/us-news/...ewing-required
