Technically there isn't.
What there is is a mobile format, or skin, for the DIBB website. You can then save a link to the DIBB website in this mobile format to your homescreen. It will appear as a icon on your mobile's screen - and so it looks a little like an app.
You can save a link to any webpage you want and it'll appear as an icon on your phone's screen. So *any* website you visit can be an "app".
