Budget digital check-in, see HERE. Apparently there is no need to present booking confirmation, just requested ID.
To my knowledge Budget's version of counter bypass, Fastbreak, remains UK unavailable. For me heading to the garage desk isn't counter bypassing, more bypassing airport desk queues
