It's on Disney's blog page that announced this new MagicBand option:

"Your credit card will be charged when you place your order. Once personalized, upgraded MagicBands cannot be canceled, returned, refunded or exchanged, even if the hotel reservation is canceled".

The above (and later on in the ts&cs) does stipulate that the order can't be changed/cancelled "once personalised". Which implies you might be able to change it before it is personalised (whenever that happens).
