Disney has less hoops to jump through.
Disney were granted in 1967 almost complete autonomy over their land in perpetuity.
One is forced to come to the conclusion that corporate size is the sole hindrance here.

Personally I find this stuff fascinating. You might also like to look at how Disney managed to hide the purchasing of the land to keep the costs low. Apparently land went from $100 an acre before people knew Disney were buying it to $80,000 per acre And to think people here kick themselves for spending a £100 more per flight ticket
