I booked my third trip to CBR last April. We love it there and it suits us. Unfortunately the announcement of building work and closures was announced and suddenly my holiday as I knew it was to change. Not wanting to holiday in a building site, I requested to be moved. I'm entitled to that you see. The price difference is not really relevant as they are both moderate hotels. Like for like. I'm sure if the same was to happen at POFQ, you would have the same level of concern. Disney have offered this to their guests, maybe you should take this up with them?
