I've spoken to Disney a few times about this today and they have confirmed the following to me.
WALT DISNEY WORLD : CHANGE TO PARKING
The new charges apply to customers booked with WDTC US. We book through WDTC-UK.
All guests booked for 2018 with us will not be charged for standard Theme Park & Resort parking.
We have been advised UK guests will not be effected until 2020.
