This was part of the Strategic Arms Limitation Treaty (SALT), agreed by R Reagan and M Gorbachev. The Russians can thus see by satellite that the aircraft are beyond use.

I did a JPR Exercise that was based at Davis-Monthan AFB, Tucson, a few years and we snagged a tour of the boneyard... it’s impressive (they had more Hercs in there than the crabs have ! )
