To get TSA Pre clearance it must be with an airline that is part of the program (the airline must provide data to DHS). Aside from most US airlines, Virgin is the only UK airline that participates as this time, so those travelling on BA, Aer Lingus, Thomas Cook, Norwegian, etc do not get TSA Pre even if they are Global Entry holders.
