I agree.
If everybody held out after their initial deposit payment, then paid remaining balance in full 12 weeks before departure, then surely this would result in severe cash flow problems for the operator. As we are witnessing now. It used to be 8 weeks before you fly to clear your remaining balance, then it was reduced to 10, now it is 12 with most operators. So clearly delaying full or monthly DD payments is having a negative effect with their cash flow/turnover margins. I assume things like hotel payments, airline fuel and airport fees etc have to be pre-booked and payed well in advance by the operator regardless of their passengers methods of payment, so you can see how a constant cash flow is crucial.
