Unless there's something in the T&C's of the company you've booked with, in this case BA, then Avis don't have a leg to stand on for trying to charge you extra fee's for not showing up. Normally T&C's will stipulate you lose your money on the prepaid voucher. Is there any mention of additional charges on BA's website for not collecting?
