Yes. The meal is free. The service is not. I suggest you go into the DIBB menu and have a read on the tipping guidance. You are in a different country with a different culture where wages and tax also work differently. You should budget for meal tips if you’re eating in restaurants as part of your overall budget. I budget about $500 for tips for four adults for a 14 day trip with a daily TS meal. That will also cover the odd alcoholic drink but that’s probably not necessary now you can choose one with your meal as part of the plan. You don’t tip at quick service places though.
