Mobile No one to countersign passports

I’m taking my ex’s children (my kids half brother and sister) on holiday with us next year and the ex is having trouble finding someone who will countersign their passports.
He’s asked their school teachers but they’ve refused and it says you can’t get your dr to do it unless they’re good friends with you.

He doesn’t know anyone else on the list.

What can he do?

dentist, bank or building society employee, licensee of public house, practice nurse at the GP surgery, pharmacist? Would he know any of these? It is difficult now GP's are out of the picture though I can understand why. Why did the teacher refuse? Too busy? Anyone else at the school maybe? A PE or music teacher?

He doesn’t know anyone really.
He asked me to do it but I’m only a student nurse and full time care assistant so I can’t.

Basically anyone over 18 can sign it. A person of good standing in their local community is fine. Who do you know that isn’t of good standing?

A friend, neighbour or colleague can sign it.

So no need for the school, doctor or the chief constable to sign it.
