Unless he can replace them himself that sounds like a big waste of money. Plus does that mean he goes out on a ladder in high winds?

I really don't know - I was imagining he'd cut them either end to let the wind blow through?

As for waste of money, I suppose if it gets to the point where you think the frame is in danger then replacing the screens is cheaper than replacing the structure.

If it gets to the point that the frame is in danger there is no way anyone should be outside cutting screens!

I played golf at Highlands Reserve on Thursday after Irma and on one hole alone there were 6 homes that had the total pool cage wrecked

It's is suprising that more didn't get blown away as the actual screen mesh is only held in by sone beading pushed into a small recess. It doesn't take much force on them to pop out.
Then again as they are mesh the wind just blows through them rather than against them.
