Yeah, that page has always been somewhat confusing and contradictory. It says one thing at the beginning and then another later on.

For info: The bullet point list near the beginning includes "Copy of passport (either on paper or captured on a mobile device), along with a government-issued photo ID** that can verify the person and birth date shown on the copy" and the "**" footnote states: "**Foreign driver’s licenses or ID cards are not acceptable by themselves" meaning that the bullet list applies to foreign guests as well as US guests (which makes sense because earlier it states that government issued photo ID is acceptable on its own for US citizens).
