It is right next to city hall. Go through the turnstyles, and go to the entrance on the far left. As soon as you pass through the tunnel, the tour building will be immediately to your left. The tour garden is on the right hand side of the building, between the tour building and city hall.
Please note you have to go into the tour building and check in before heading to the tour garden. Hope this helps!.

There is a sign out in the mornings as well so you'll know exactly where to go to check-in.
