Definitely a rule as I used to work there. I think you just got lucky or the CM saw your wife on previous purchases so knew there was more than one of you but on this one didn't.
See this shows I rarely go to universal

Disney where happy with just my driving license when I was asked for ID but that’s not the official line but was the reality I found.

Ordered 3 alcoholic drinks with 3 qs meals today at Rosie's in HS using mobile (did the falcon again too ). As with backlot when collecting 1 drink had been cut. This wasn't them just giving 2 drinks, as before 1 drink was removed from the order they received, so they just prepped 2. No Id required and just showed the order on my phone and was given the 3 drinks. I wonder if the auto removal is because we are 2 adults and 2 kids.

I think someone on holiday as a family must know without asking for ID know that person must be over 21 years old. I remember reading on a board in the bar in Animal Kingdom that you will be asked for ID if you looked under the age of 35.

Even if the CMs followed Disney's official rules, you can just show your passport. You don't need any other form of ID. As per their website:
"Any Guest who wishes to purchase an alcoholic beverage at Walt Disney World Resort must present one of the following valid forms of identification: [snip] Original passport [snip]" You only need some other form of ID if you don't want to carry around your passport and only want to use a copy instead. Although, as others have mentioned, it seems a bit hit and miss as to whether they'll ask you for ID (although this may depend on how old you look).

I think it can be a bit hit and miss. On my last trip all but 1 CM accepted my UK driving license. The CM who didn't said they would only accept passport (I didn't have a copy on my phone as up to that point the driving license had been fine). Was a little annoyed because I was trying to order the grey goose slush from F&W which had been on my list for ages
This trip I'll definitely be armed with photos of passports plus my license just in case! |

I think the OP is referring to the comment further down the page which reads:
"All Guests visiting from outside of the United States are required to present both a valid passport as well as another form of government-issued photo ID from their country of origin." I've never been asked to provide more than one form of ID though. |

Driving licence and photo of passport on my phone was accepted in Crystal Palace a couple of weeks ago .
He wouldn’t accept my licence on it’s own |
