No, they stopped it once it becane Disney Springs and was fully redeveloped. Believe now they do it at a couple if resorts but you have to be an onsite guest

You can hire them from quite a few places. We are hiring a 10 seater its $45 for Half an hour. Disney Springs is free access and Boardwalk is still ok to walk around but you have to pay for parking unless you have a dinner reservation (I think)

As Coggie says the area around Captain Jacks where the boat hire was is totally unrecognisable from the old Downtown Disney days. Have a look at the Disney Springs map in the DIBB menu on the right - 7th item down.
You may recognize most of the old Market Place area and even a lot of Westside but the central area that was Pleasure Island has been totally transformed into restaurants and high end retail. The only surface car parking now is down at the Cirque end and has been replaced by two large multi-storey parking garages - Orange and Lime. In April evidence of another one on the other side of the road as well. Resort bus station relocated to between Orange and Lime car parks Mick

You can hire a boat from all the deluxe resorts and you do not need to be staying onsite 🙂 you will also be able to park at the resort for free.

Anyone can visit DS without a park ticket. Free to park at the minute as buses don't go directly to the parks from there. Parking at resorts for non-residents without a dining reservation can be a bit of a heated discussion on here. Just do as we do - park at DS and catch a bus to the resorts including Boardwalk.
