Wow, it all sounds a little complex...
So from what I can get... stay onsite, book a vacation package (I notice these are 2 nights / 3 days max? ) and plan. Also opening time isn't exact. I noticed this on a Universal Osaka vlog too...

If you defo want to get into the expansion it would be onsite and vacation package - but we are still months out from opening and things might develop!

And would it be preferable for the new expansion to be staying in the new hotel? Will this have a direct entrance to Disney TokyoSea, or will it be through the main entrance?
We have never been so whilst I would love to see the new expansion, just experiencing the most of the parks is important to us.

The new hotel is inside the expanded area - and the packages sold for that hotel are supposed to include all the passes etc you would need for the new area, and possibly the current Disney Sea (and Land?) area BUT the details are not out yet so we are not 100% sure.
Personally, and it is easy for to say this as lucky to have been 3 times now - I would go thinking if I can get into the new area in the day - very nice bonus - but it is arguable that Land will be very quiet as folks will be piling into Sea. I would stay at the Hilton (or Sheraton there but big fan of Hilton) and save the money on a cheaper hotel only. |

And I have never stayed in an on property hotel as cannot justify the cost / but everyone is different ! :-)

We go home on the 28th May, I’m hoping with the expansion opening at the start of June it may be slightly quieter in the parks the few weeks before. Although I guess that is probably wishful thinking.

The Sheraton was amazing and very, very easy to get back and forth. I would happily stay there again. We would leave our room and be at the parks in less than 20 minutes. The Hilton would have been fine too but the Sheraton was the cheaper of the two when we booked.
However, the complete inability to get anything to eat in the parks, even popcorn or a burger, without queueing for over 45 minutes first, has really made me appreciate the ability to book restaurants in advance when you're staying onsite.
