DD has suffered from UTI since childhood and needs antibiotics if she has a bout and had tried all sorts of medication and suggestions.. However not had one for a while now. She was on a long term very mild antibiotic dose for quite a long time and that seems to have worked well, she did have to start on them while she was free from any symptoms though. The bicarb is useful and a good tip is to put a small handful in a bowl of warmish water and sit in it. It doesn’t provide a cure but can ease the pains for a time until it can be treated medically.

You are allowed to change - usually you'd register with the closest though as they all have a "catchment area". Our local health centre has about 14 GPs and 3 practice nurses, most of whom are part time.
Luckily I haven't needed to contact them recently, although DH has had 2 queries resolved since March - 1 remotely and 1 in person
Hope your Mum gets some answers soon - sounds like she's getting a real runaround at the moment.
People are still moving house so I imagine they'd be changing GPs too, maybe check if there is more than 1 surgery in the area?
