whats the make/model/specs of your current slow laptop? 20 seconds to load a file/app once booted sounds excessive, so it sounds like there might be something wrong with the windows install (or potentially the hardware) - sounds to me like youve possibly got some malware on there or something causing everything to hang.
do you know if it has an SSD or a hard disk inside? this will affect access times considerably. depending on the spec of the current laptop, you could potentially be better off upgrading it rather than replacing completely either way, once we know the spec, we can suggest something a bit better. also, consider a chromebook laptop if you dont need to run specific windows apps. you're a lot less likely to have issues with malware, and they generally cost about half of your current budget |

Ignore the Apple snobs above PCs are faster and better value that apple and you can use anything you want on them, they dont tie you to an ecosystem you can never get out of.
Ignore resale talk too, no one resales their computers, they use them until they fail then take out the hard drives for security. I could build you an awesome PC perfect for your needs, I do for friends and family but i probably live hundreds of miles away A cheap PC with Ryzen 3 2200g would provide all the power and graphics you'd need. 8gb of ram and a cheapish hybrid drive and you would be set to go. Dont be fooled into spending too much.

If your going to go for the all in one I’d personally go for this with your budget.
