Just to make you aware not all Local Councils have a list of approved contractors for this type of work, the local council I work for doesn’t.

Wow! Good to know. I know with my mum and dad the neighbours to one side had a dropped kerb because they had a drive and then their neighbour to the other side had his kerb dropped - to be honest thinking about it ours just do kerb/pavement first because he didn’t have his his drive done for quite a while he literally had the kerb done and drove into rubble on his garden - but as both of the neighbours had drives the angle meant there would be no point NOT putting the dropped kerb in front of my mums and so he said to her that she had a freebie as the made it go right across and told her to get her wall knocked down and get a drive made. The neighbour was not happy as he had paid for it but she got a freebie.

That's just ludicrous.
I had my kerb dropped for ages but never got round to doing the drive.

I wanted to put down plastic matting so that I could keep the grass for drainage and it looks nicer.

My drive at my new house needs sorting as it is very uneven and seemed to cause a leak on my water pipe

From what you are saying this contractor is saying dh who is a chartered highway engineer and has dealt with this type of problem before has said he would not go down the route of drive first and ask council second and being suggested and wonders about the suitability of the contractor to carry out the work to a good enough standard.

Not read the whole thread but I wouldn't touch him! Where we used to live you needed pp type of thing to turn garden to driveway and it had to be done properly to ensure it didn't contribute to flooding. At the very least get some more quotes and check with council even if you use him in the end!
