It’s unfair on others and now that it’s starting to affect you I’d speak to the council.
Just one thing, if she isn’t there and only comes to change bins over, what is in the bins?!

Genuine people are desperate for houses and what your neighbour is doing is fraud. The landlady is still receiving a monthly payment which obviously suits her. Maybe you're questioning it because you're a good person, I'm not sure I could report someone but it's very wrong!

well nothing I assume this is the stupid part - she came back today (blue bin day tomorrow) and didnt even bring back the black bin from last week, and took the blue bin out which has nothing in! this is the usual routine - she comes back, moves the bins, makes the odd phone call then leaves for another fortnight (or longer)

This is my problem my OH just wants us to go to the council and report her but im finding it all very difficult.

If you saw someone breaking in and stealing things from the house you would most likely call the police. Reporting someone for stealing benefits isn't really any different IMO. If it was only a few months it might be different but this situation sounds like blatant fraud.

Report it, just think of what she and her boyfriend are doing as taking money out of your wages, would you willingly give them money every week?
