In answer to your first question, the government and legislators.

The rest of your post is pure deflection - no need to single out specific groups - just make it harder for everyone to buy weapons than it is now, particularly those that are of such power that there is no reasonable need for anyone outside if the military/police/security services to operate let alone own.

No law change will get the genie back in the bottle. Millions of guns are in the public domain and even if all sales were stopped tomorrow there would still be enough for anyone who wants one to get one.
