New drivers
Posting on behalf on a mber of our party of 17
She and her partner will hire a car He be the driver but she about sit her test in August thisvyear we travel in July 2016 She wondering if any car hire takes new drivers under a year of having a licence She only drive if hubby wants a beer at nite 😀 |

So long as she has a valid license it doesnt matter how long it has been held. Obviously will need to be an additional driver officially added on and be over 21 (if under 25 will have a young drivers premium).

Found this online from September last year:
Thrifty Car Hire are one of our recommendations for young drivers and they do rent cars to individuals as young as 21. However, further down their terms and conditions they state that a full driving licence must have been held for 12 months. Hertz have a higher age limit of 23, and also state that you must have held your licence for a full year. Europcar set their minimum age limit at 22, but also insist on a full licence for 12 months. Indigo Car Hire work with one provider who will hire you a car at the age of 20, but they insist on a clean full licence held for three years – so unless you passed your test on your 17th birthday, you still need to wait a little longer. Enterprise Car Rental looked promising when we researched the forums, but it turns out that they only rent vehicles to people over 25. We could go on, but we imagine you get the picture. If you’ve only just passed your test, hire cars are off-limits for a year or so. However, once you’re beyond that year, you will find some options, however young you happen to be.

OP no issues as long has a full valid license ( must get full license and not provisional and pass certificate).
If under 25 becomes a different post which I see you didn't post about.
