It isn’t that clear. The use of the word “select” in the sentence “to enjoy select, dining, shopping, entertainment and recreation experiences” is ambiguous.

I would doubt that QS restaurants counts as select dining though. I also doubt that any of the restaurants with very easy access to a park, like the monorail hotels, BC / YC or Boardwalk are going to let non hotel guests park for free as if they did the hotel car park would be rammed full of people that then head up to the nearest park.

Just to say we’ve never had this problem in an Uber - presumably because we’re clearly not parking. Normally driver says “dropping off!” or something. 70% of the time waved straight through, the rest we are asked what we are doing. We have always told the truth which might be that we are staying there or have an adr but we have been let into contemporary to go to Cali grill lounge (no reservation), into wilderness lodge to go to geyser point, and into beach club just to enter Epcot via international gateway.
So they are worried about parkers as others have said.
