Does anyone know if they are issuing Estas yet?

I don’t think they ever stopped it’s just that they were cancelling them if you did API.

Mine were approved a few weeks ago when I applied.

As others have said they never stopped. Ours renewed in late May.

The warning on the ESTA home page says they will be cancelled if you "attempt to travel". As sha9 says it might be considered that doing your API is an attempt to travel.

Here is a question. Anyone been in the position of the Esta running out a couple of months before travel but still applying for a new one months before anyway? I have to apply for a new Esta as my passport ran out but husbands Esta doesn't run out until November 2021, but we are (Covid stuff permitting) going the next month, December 2021 to WDW. We want to apply for new Estas months before in case there are any problems. Will this be a problem for my husband applying so far in advance?

If you're so minded and determined enough you can still travel to the USA with a UK passport. If you fly to Bosnia (or other non-Schengen nation) and stay for 14 days you can in theory then fly to the States. Whether you can actually get the USA from there without going via a "banned" country is another matter.

And if you manage to get to the States it's highly likely that your travel insurance will be invalid.

You can apply when ever you want. I always make sure I have a valid ESTA for my holiday when I book my holiday - even if that means doing one before the last one is finished.

You don't have to wait until the old ESTA expires to apply for a new one. You'll get a message near the end saying you still have a valid ESTA but just ignore it.
