The event officially starts from 7pm - as per Disney’s website. Nowhere does it state that entry is from 4pm on that site, however this is when CMs will start letting people in. Do the tickets themselves state that the entry time is from 4pm?

I was just saying that the blurb mentions the earlier entry time so it is not an unofficial thing as they publish it and let you book fast passes. For example re the after dark events it says:

Guests with Disney After Hours tickets can enter the park at 7:00 PM every event night—event times vary slightly depending on date.

I was answering the original query about being told by Disney that it starts at 7pm. Because officially it starts at 7pm. Hence that’s the time that will be told by Disney.

There’s nothing official from Disney that they’ll let you in at 4pm for the Christmas party. However they do and have done for years.
