If it was me I would book an Airport one now as at least that way you can lock in a price and keep reducing it as time rolls on.
If the Hotel desks don’t reopen at least you have a back up plan.

What makes it far cheaper not to pick up a car at the airport?
In my case it wouldn't be because I usually arrive late afternoon, cars are rented in 24 hour stints from the time of pick up so if I picked up at 10.00am I still wouldn't be returning it at the airport until early pm so I would incur a charge for that first 24 hours. A taxi/uber is going to cost about $20/25 so I don't get the "far cheaper".
