ECV hire questions (Cabana Bay)

I've been looking into this for my dad. He has very specific requirements. He wants to pick his ECV up in the parks (he is reasonably mobile) and he doesn't want people to fuss. He doesn't want to wait for special shuttles or put the ECV on a bus so he doesn't want an ECV at his hotel.We don't drive over there.

Most of our time is at Universal and I know we can reserve one over the phone. Sea World and Busche Gardens can be reserved online.

This leaves Disney which operates a first come first served system. We're only going twice. We are having a full day at Epcot so if we're there early enough I think we stand a fighting chance of getting an ECV.

The problem is MNSSHP we won't be going into the park until 4 so we don't stand a chance of getting an ECV.

My suggestion is he hires a ECV delivered to his resort Cabana Bay just for a couple of days (as I've said it might makes sense to have one for a fortnight in case he needs ii but he won't go for that he wants to pick it up at the parks) and orders an ECV taxi in advance to get him there and back.

So these are my questions.

1) What would we do with the ECV at night in Cabana Bay (they are on the ground floor anyway)

2) Any recomendations for a taxi company we can pre-book with that has ECV accessible vehicles?

3) If we booked one at Universal can we hop over to IOA ?

Hope this made sense. My dad doesn't normally use ECVs but he has limited mobility after a knee operations and he can't stand or walk for long and I want him to have a great time.
