Temp disabled parking permit

Hi,
I applied by post as usual for my temp disabled parking permit , to receive a letter saying that non residents can't apply via post or email for this anymore and have to go in person to the tax office when you arrive to get one.
On the tax collectors website it recommends having an appointment due to large ques however when I tried it said that only Osceola residents can apply for appointments.
So it now looks like the first morning of our hols is going to be spent in the tax collectors office

What a complete waste of holiday time so much for a warm Florida welcome !
I don't understand why they have changed the system I would have thought it much more cost effective for them to keep the online applications .

Its Orange county you need to apply to now octaxcol/contact/
You can still do online and ring to pay.
