ESTAs are unique to the individual (even if you processed them as a group application before).

So new passport for 1 person would mean new ESTA for them only.

unless you're absolutely desperate to eek out every bit of value from your ESTA by getting to use it again after your next trip I'd really encourage you to apply 6 months before. If for any reason your ESTA is denied (answering a question wrong, same name as someone on no fly etc etc) it can take months to get a visa.

I do mine 6 months in advance in case it is disallowed. That gives plenty of time to apply for a visa. I never have been disallowed but I am taking no chances.

I agree, however some of can't as we go regularly. The most we have between trips is 3 months and sometimes just 6 weeks.

You nail it exactly. Nothing is different other than the mention of "real time approval" not being there. And its an odd thing to say.

All speculation, but possibly each application goes through a new security database check or they only approve in batches under official approval of some bureaucrat or other. Border control has never been a hotter topic in the USA.

Edit to add: it could even be as simple as they are now enforcing the 72hr rule where in the past they did not.
