That's the quick service meal package (which I think is new this year).
The one you are thinking of is the quick service dining plan.

Disney dining plan has always been 1 x qs, 1 x ts, snack and refillable mug.
Only deluxe dining plan were you ever got more than 1 table service meal.

If you read my previous posts, including the screen shot, you will see that there are 3 plans. The quick service meal package comes with (most) value resorts, the quick service dining plan comes with (most) moderate resorts and the dining plan comes with (most) deluxe resorts.
You are not wrong that the quick service dining plan a while ago was 2 meals and this is still there (for moderate resorts only)! It's just that there is now another one which is just one quick service meal per night (value resorts).

Presumably you’ve booked a value resort? The offer is a quick service meal credit for values, quick service dining plan for moderates and standard dining plan for deluxe.

The premier express passes that include express passes average £500 a night, just how free do people think they actually are!

Crikey. Well I really do do Disney on the cheap. For me it's the combination of the loss of Fastpass, reduced free dining plan, no free bus anymore and finally the loss of my DAS pass. Not to mention the increase in the cost of air fares, dining, tickets, special events. Just too expensive now. But like I said, never say never.
